Redevelopment of the former Penrhos Aluminium Works Site, Holyhead
Cadnant Planning Ltd has been commissioned by Anglesey Land Holdings Ltd (a Stena Line owned company) to undertake a pre-application consultation (PAC) in respect of proposed development on the former Penrhos Aluminium Works Site, Holyhead, Anglesey, LL65 2UX.
We give notice that Anglesey Land Holdings Ltd (a Stena Line owned company) is intending to apply for full planning permission for Outline planning permission for the redevelopment of the former Penrhos Aluminium Works site (known as ‘Prosperity Parc’), to include demolition of structures and buildings to allow construction of new employment floorspace including, data centres (use class B8), offices, and research and development space (use class B1), and battery energy storage (Unique use). Development to include drainage arrangements, hardstanding and yards, retained and new landscaping, gatehouses, and other associated buildings, infrastructure and engineering works. All matters reserved except for (retained) site accesses from London Road (A5).
Prior to formal submission to the Local Planning Authority and in accordance with the requirements set out in Part 1A of the Town & Country Planning (Development Management Procedure) (Wales) (Amendment) Order 2016, the proposal will be subject to pre-application consultation.
About this application
The draft outline planning application is for a total of up to 238,000 sq.m. development in B8 (datacentre) use, with B1 office and research and development space, and the inclusion of a Battery Energy Storage System (BESS) scheme. There is strong market interest from this high-value sector of the UK economy as a result of the site’s access to both strategic power and telecommunications infrastructure.
The site will continue to be accessed via the existing junctions with London Road (A5). Existing boundary tree planting and other key green features on-site will be retained, helping to continue to screen the site form outside view, and enable a high-quality built and natural environment on-site.
The application will be submitted in outline, with details of design and layout reserved for future applications to the Council.

​A public consultation event will be held on 10th December 2024 between 2pm and 7pm at the Market Hall, Stanley Street, Holyhead LL65 1HH.
